Configured the initial version of the new ir-engine style guide in Vale #182

This PR contains the new iR Engine Style Guide based on Google's Vale adaptation and our internal guidelines. It also eliminates Microsoft's SG requirements for a more concise solution that better adapts to the iR Engine's needs.

Note: I'll keep iterating on our Vale implementation in upcoming PRs.
