Failed to instantiate .net object (MyFPLib) #3

Good day - Pleae I'm having issues with using this

Enrollment throws the following error

Enrollment Failed! Fatal error: Uncaught com_exception: Failed to instantiate .Net object [CreateInstance] [0x80070002] The system cannot find the file specified. in C:\xampp\htdocs\biometric\core\enrollment.php:30

This is what you have on the line in enrollment.php

$myFPLib = new dotnet("MyFPLib, Version=1.0.0.0, Culture=neutral, PublicKeyToken=b4f00bc1afff20a5", "MyFPLib.FPLib");

Please could you help with a fix to this

Also, the MYFPLib.dll is present in the bin folder
