bullying and cyber-bullying #40

I feel that bullying needs to be explicitly listed as an unacceptable behavior. Having maintained a few OSS projects, I have had to deal with contributors who would not take No for an answer. Instead of accepting my feedback, they instead escalated and argued with me in IRC.
