Fix reference to the severability clause

The text of the license has the severability clause in Section 8.3, but when severability is mentioned in the enforceability section in /learn/ Section 8.4 is referenced.

Thank you for the PR @Nachasic! It just want to note that activating / deactivating modules can affect the numbering.

For instance activating all modules bumps the numbering to 8.4: https://firstdonoharm.dev/build?modules=full#8.4 .

It's a thumbs-up from me to merge this change. 👌

Moving forward we need to be a little mindful of that numbering can shift depending on the amount of modules active. This type of link https://firstdonoharm.dev/build?modules=full can definitely shift over time as additional modules gets added. So when referencing certain sections we should use links that have zero or more modules active, but not all modules active.
