Plain ASCII version of 2.1 license line broken to 80 character width #50

Replaced the curly quotes with plain ascii and broke the lines at 80 characters. Also added (C) symbol which canonically is placed between "Copyright" and the year, I have been told that it is at least recommended by the US Code to do so, but unsure if it is actually required.

This was the version downloaded from https://firstdonoharm.dev/version/2/1/license.md because the LICENSE.md in the repo has not been updated and I'm not sure where to update it from but will file an issue.

Might also make sense to add a link to this version in content/_index.md? Alongside the current Markdown and HTML versions
