3.0 License Unordered lists #80

This is a one possible fix for

proposed with the understanding that the -es might be problematic for legal reasons I don't know about, and that you may want to simply close this PR.

EDIT: Ah this exacerbates #77. Have to run IRL. Fix should be to remove the blank lines. Will update soon.

The HTML looks good locally if I use ordered lists (that's what's in the latest commit of this now-confusingly named branch). But it means no numbers in the plaintext render. And in the Netlify preview build the CSS-powered x.y.z decimals aren't showing.

Closing. Seems like it's going to take deeper knowledge of Hugo Markdown configuration than I have, and like #78 possibly access to the Netlify config.
