should their be a tenet for delegation or decentralization of power? That is, in recognition that power corrupts, limit the scope of authority to as local a context as possible. Allow autonomy over individual teams as projects scale, etc

Yes, there should. It's essential for scale.

I think it's called principle of Subsidiarity

I would be slightly leaning to argue its upstide (scale) more than how it mitigates downside (abuse of power), while still arguing both. Just with an inspiring upside-bias.
