Improve https://etica.ai website from "v0" to v1 #18

For now, the site https://etica.ai only has a quote that is displayed depending on the language of the user's browser:

"Ethics is knowing the difference between what you have a right to do and what is right to do" - Potter Stewart

"La ética es saber la diferencia entre lo que tienes derecho a hacer y lo que es correcto hacer" - Potter Stewart

"A ética é saber a diferença entre o que você tem o direito de fazer e o que é certo fazer" - Potter Stewart

Humm, the base template works nice for just some central message, but really does not allow easy addition of a list of domains that we have.

Maybe is a better ideia just change the base template for a total new one. Now I remember why I did not made that changes soon and just redirected to the https://github.com/EticaAI/forum
