Knowledge Networks

In order to promote the sharing of knowledge and experiences, we invite everyone to know and contribute to the Knowledge Networks of the Federal Government .

The implementation, promotion and follow-up of Knowledge Networks, relevant to the improvement of digital governance in the direct, autarchic and foundational federal public administration, are regulated under the terms of Administrative Rule No. 290 of September 29 2016 .

According to the Ordinance, "Knowledge Networks are considered any open social arrangement that allows interaction between people, regardless of whether they are structured as a community of practice, social media, e-mail group or diverse form, whose purposes are:

Translation of the PORTARIA No - 290, DE 29 DE SETEMBRO 2016, Art. 2º

Are considered Knowledge Networks relevant to the improvement of digital governance in direct federal public administration, independent and foundation any open social arrangement that allows interaction between people, whether structured as a community of practice, social media, email group or differently, which has the following purposes:

I - generate, share and disseminate knowledge and experiences; II - formulate proposals for standards, policies, guides and manuals; III - discuss the challenges faced and the possibilities of action; and IV - prospect of new technologies to facilitate the provision of of public services made available on digital media, the provision of information and social participation through digital means.

Paragraph 1 - The Knowledge Networks covered by this Ordinance shall be open to the participation of any interested citizen.

From these 16 areas, only a few have published networks in ths moment: Accessibility (2); Open Data (6, unique: 2); Interoperability (1); Social Participation (5, unique 2+); Free Software and Public Software (4, unique 4).

That is, from a normative instruction of 2016, only 5 areas are contemplated. And few of these are in fact just another medium of the same group (for example, a twitter account and a google groups account from the same group cout by 2).

At EticaAI we are concerned about long-term problems, as described on our README.md, but we have go try initiatives who promote the basis for the real group of people later.

In sort term, we already working on the #50. But this working group is limited on propose to a six month active participation. This working group already was based on the knowledge created by https://github.com/EticaAI/eticaai-infrastructure and https://github.com/EticaAI/eticaai-chatops. These two repositories where useful from a point of a devops, but alone was lacking of come close to the people.

The fititnt/chatops-wg is more near of this ideal to provide basics of ChatOps:

This working group aims to push something near of what is ChatOps culture to outside a typical IT environment where people already work with DevOps and already work with some sort of enterprise chat platform.

In addition to tools available for free and with advanced support to the participants, we aim to enable them to focus on the human side. We try to make other participants waste less time on the technical implementation of intelligent agents as one way to automate boring work. We are also concerned about allowing material that will enable them to promote and teach others in the future.

I'm not sure what we will do after the end of the chatops-wg, in special because all this work is done on free time. This issue I'm writting at EticaAI/Forum is to make it clear upfront that we have more technology to empowering working groups than working groups who who worth help.

Our issue less about how to design scalable (machine) systems, but undestand what is tech is need to make scalable human plus machines system: how to use use our knowledge to empower humans.

Of course we assume this take years, but increasing diversity and creativity potential we potentially take less time.

For this Knowledge Networks of the Brazilian Federal Government, I will leave it open to how we could find win-wins. Also looking forward make us more aware of what do first to improve the potential, and sometimes the solutions with higher potential are the more simple ones with higher automation and usability potential and also the ones who would make some programmers with today typical vision of quality see me or coworkers as less skilled.
