Self explanatory.

Server version: 1.21 Server core: Horizon (our fork of Purpur)

Can provide logs if needed, but. plugin is not warning or erroring whatsoever. Btw, these blackouts can spawn mobs in it and fixable by torches

That's weird, it must be an RW error, the Chunk could still being generated (as a proto chunk) then it got unloaded and kept its status. See Branch_121_ChunkRegionLoader.java for reference.
