For Dynamic map packages generated by the local service. For separante graphic points that can be in their own layer that could be overlaid on the package for example

This was from me on paper. Just signed up. It was about labels.

Question specifically about WPF 10.1.1.

In the "Everything (or Anything) You Wanted to Know about the ArcGIS Runtime SDKs" session, they answered: This was fixed in WPF 10.2.

Just want to add: For dynamic layers, this was a feature that was added to ArcGIS Server 10.1 and added support for in WPF in 10.2.2. Only if the server is supporting it (ie v10.1+), will it export images with labels and symbols "the right way up". For client-side feature/graphics layers, this was also added at 10.2.2, allowing you to have point graphics either rotate with the map or stay up-right.
