Yes the runtime will support client side labeling. There is already a labeling engine, and it will be exposed in more ways during 2014 - The new .Net SDK is using it to support labels on graphics.

It will not be Maplex equivalent, but it will have high performance and many of the features you would expect (conflict detection, stacking removal of duplicates, etc.)
