Project status vocabulary #10

We need a vocabulary with basically three stages:

  1. In preparation
  2. In implementation
  3. Completed

This should describe the state of the work that is described in the project. The different stages of acquiring funding should be described by a Funding states vocabulary.

@jdvorak001 I wanted to resolve this issue and issue #11, but I found this vocabulary https://github.com/EuroCRIS/CERIF-Vocabularies/blob/master/ActivityStatuses.xml

It seems we will introduce some overlapping with that vocabulary if we introduce two new vocabularies as it is defined in issue #10 and #11
