Create initial data fixtures #58

To reduce the effort new (potential) contributers have to get the page running (in terms of missing content), some basic CMS pages should be added. This includes at least

[x] start page
[x] pages mentioned in the footer (ids must be "legal-notice", "terms-conditions", "privacy-policy", "code-of-conduct")
[x] menu pages to proposals, reviews (id must be "reviews")
[x] account welcome page

Furthermore some data belonging to the software itself would be convenient:

[x] a conference, ...

And some other 3rd party data:

[x] a admin user "admin" with a password "admin"
