Incorporating peer review process #10

Should there be a peer review process to

a) access specific resources? b) receive resource access tokens (e.g. cloud coins)?

Who should be involved in the peer review

a) funding agencies b) researchers c) resource providers

Dear Matthew, is this a pool ? Ok, let's dive... 1/ a) I would say that peer review process would still be needed to give access to scarce ressources, as I don't think that is a better alternative (any alternative) to decide among peers the best way to use resources. Cloud coins access token, even if it was possible to "decide" a fair process to allocate them would have some negative side effects, among which a lake of flexibility and a lack of "human process" to allow non-artificial intelligence a chance to produce a consensus on the better bad decision where there is no good decision available (the only good decision would be to grant access to ressources to each of the "good" projects that deserve it, while there is not enough of these resources). 2/ b & c) Researchers are the only legitimate bodies to provide Peer review science based decision, but resource providers would still need to have their say to provide the inconvenient ground truth of what is feasible or not with operational constraint...
