A field in Cloud CMS for the text
timewrap (user time zone) yes/no
time to send
date to send
associated content (id and slug)
push to API endpoint (probably a POST endpoint on the API that will forward the formatted message to cloud cms)

This is partially finished.

The AND option is needed now it is by default an OR
Write back the the sent property in Cloud CMS and check for that property to make sure that the notification is not sent twice
