UX: Changing the name of another player's items. #31

Have toon A Jettison a cargo container. Have toon B attempt to Change Name.... There should be an error message that the action fails for want of permission? Currently it fails silently.

msgs added for some errors still few checks and msgs to implement for this currently working, but incomplete at this time

there are no rename checks at this time. its' on the TODO list (but low)

Not a high priority but should be an enhancement worth doing
