Add new python versions #40

Hello! I see that the package supports only 3.7-3.8 pythons. Can you up this barrier?

I'm mentioning this package on my newsletter and I'd love to know if more recent versions of Python could be supported too.

Ah, I see that you're not maintaining this any more (https://github.com/EvanKepner/mutatest/issues/37), fair enough. Thanks for providing an interesting base package that hopefully others would work on.
