Potential Solutions:

Create code so that caves must have at least one solid block between air and water.

As mentioned in #16 there are no block updates so far. Evan is going to implement flowing water some time in the future: https://github.com/EvanatorM/ScuffedMinecraft/issues/16#issuecomment-2427638962.
