Renamed PveKeeps.sql to ServerType.PVE.Keeps.sql to match other PvE customizations.
Added ServerType.PVE.RebalancedKeeps.sql, a more consistent and varied PvE keep arrangement than Gaheris.
Also added BG keeps and towers, as DOL supports them even though Gaheris doesn't, because my goal is always to do better than Gaheris. :-)
