Are you running Mixer as administrator (via right-click)?

I was not running as admin on either version of XCC Mixer. I tried running 1.47
as administrator and I can no longer drag and drop insert files (in this case
newmenu.ini). When I try to do so the plus icon appears below the mouse cursor
when I drag my file over the left most column but when I drop it the status bar
doesn't change and the file list doesn't get updated. I double checked and this
process still works if I don't run as admin, though it still says "Insert
failed".
Are you logging to file anywhere, or is there a way to get verbose output from
the program?
Also I'm running Window 7 64bit if that helps.

Does Compact work?
Are you sure the program has write-access to the MIXs? Normally programms not
running as administrator don't have write-access to C:\PF

I did not know that programs not running as admin didn't have write access to
program files.
I did a few quick tests with both XCC Mixer.exe files:
With 1.21 installed in C:\tools\xcc_utilities\1.21
1. open C:\Users\ME\workspace\tibsun\gmenu.mix (copied file)
2. insert C:\Users\ME\workspace\tibsun\test\newmenu.ini --> Success
3. compact --> Success
With 1.21 installed in C:\tools\xcc_utilities\1.21
1. open C:\Program Files\EA Games\Command & Conquer The First Decade\Command &
Conquer(tm) Tiberian Sun(tm)\SUN\gmenu.mix
2. insert C:\Users\ME\workspace\tibsun\test\newmenu.ini --> Success
3. compact --> Success
With 1.47 installed in C:\tools\xcc_utilities\1.47
1. open C:\Users\ME\workspace\tibsun\gmenu.mix (copied file)
2. insert C:\Users\ME\workspace\tibsun\test\newmenu.ini --> Success
3. compact --> Success
With 1.47 installed in C:\tools\xcc_utilities\1.47

I checked and neither executable is currently set up to run as admin. In all
cases insert is done via drag and drop of the file from another window and
compact is done via right click in the XCC Mixer program window. The one
difference though is that I simply unzipped the 1.21 installation from a .zip
file while the 1.47 installation came from the XCC_Utilities.exe downloaded
from your site.

What Windows version are you running? I've no idea why 1.21 would be able to
write to C:\PF
