Add paused command WIP #25

hi demo! I'm running into some problems actually testing this but I think this should properly simulate pausing every other frame without doing the actual pause inputs.

I can see that it does not reset the states when restarting tas, as well as not saving the states with speedruntool, I can fix them

any other issues?
