policy for iq social / report improvements

a) I think text is pretty dark for the bg, we might want to revisit that in UX. Those colors doesnt pass accesibility tests cc: @Simplypheyie96

b) We need to create a policy page and link it across all possible places (on submit, on report). Target should be _blank to avoid interrupting current action (submit article / report article)

c) Review list of possible reasons to avoid a page link. Check common possible reasons (review meneame, digg, etc )

@Softdev1 please try to come up w some policy for adding links, use chat gpt prob. it will get w some good copy.

d) There is any feedback to the user on report... we can't just simply close a dialog. User doesnt know what happened. @Simplypheyie96 plz add state for after submit and lets implement it 👍
