Set up iq-game project #3070

Description

We need to set up the base of the iq-game project and set up all the essentials to make the project easy to maintain in the long run (linting, testing, GH workflows, husky hooks)

Goal

Set up the following:

[ ] New NextJS project "iq-game" with the options shared in the screenshot
[x] Set up biome for linting and formatting
[x] Set up lint-staged to lint and format staged files in the project using Biome
[x] Set up a precommit husky hook for linting and formatting before a commit. Use lint-staged
[x] Set up a GH workflow to run push checks. It should check linting with biome ci and create a build.
[x] Set up the basic project structure eg. maybe add a components folder, assets folder, hooks folder, utils etc.

Good day, what is the update on this issue? It's been two days since work began on this problem. Can we get some progress updates? Probably if you are blocked, kindly escalate it @Solexi

I think we should separate PRs here, the homepage implementation which is another Pull request shouldn't be linked to this issue can have this corrected or explanations should be provided

Set up the base of the iq-game project

The following tasks have been completed:

Initialized a new Next.js project named iq-game.
Configured Biome for linting and formatting.
Set up lint-staged to lint and format staged files using Biome.
Configured a pre-commit Husky hook to lint and format files before committing.
Created a GitHub workflow to run push checks, including linting with Biome CI and building the project.
Established a basic project structure with folders for components, assets, hooks, utils, etc.
