Most of the code here doesn't need to change much...

[x] Port existing Player check code for DB update
[x] Remove ministry constants
[x] Port existing alt check code for DB update
[x] Remove Report manager code (this was prior to sync required)
[x] Port MOTD code
[x] Trim unused imports
[x] Refactor if possible

Checking for an non-existent record will no longer be required now that the DB record is inserted after the player is whitelisted in discord. Once this is removed and unused imports are trimmed, this ticket will be done.
