Currently, all npc can parry, even if they don't have a weapon (and they often parry). It's very suspicious.
Wowwiki on Parry indicate a melee weapon requirement and there is no change log about this. No reason to think that it has changed from Vanilla, but no web-archive from 2004-2006.
Wowwiki on Block indicate that the mob block without shield is "sometime" possible. No word on Parry.
The patchnote 1.3 indicate : "All creatures will now report a Parry on attacks from the front instead of translating them into a "Miss." "
Maybe is there the right amount of miss (parry + miss) + natural parry ?
The patchnote 1.6 indicate : "Fist Weapons will now have the normal chance to parry that all weapons use."
Again, it seems linked to the weapon and not to the entity.
