Include high/low data flags in exports #69

PDF and PPTX should be able to use asterisks or similar symbols as the map tool. For XLSX, not sure what the best route is

Still need to figure out how to flag this in the Excel download. We might be able to include all of the states with low data and 99th percentile data for block groups and tracts in a separate tab.
