Make !voteban module #14

Make !voteban module. Need to port my PoC PHP code into Python as a module. I'll start on that...

Oh damn, totally forgot lol. I am very sorry, but I have a project on my hands which requires all of my free time, so you can go ahead and do it. I'm hoping in a month or two to contribute :)
