As a user, I want to add comments to issues, so that I can provide updates or ask for clarifications.

Required Tasks

Create the ability to respond to the initially raised issue in a thread style.
Add a new 'Add comment' button to the Issue Detail page

Acceptance Criteria

Given I am a logged in user, When I access an issue, Then there is a comment box for me to use that adds my contribution to the thread.
