As a user, I want to attach files to issues, so that I can provide screenshots or any other supporting documentation required.

Required Tasks

Add file upload capabilities to issues
Add cloud storage for these files

Acceptance Criteria

Given I am a logged in user, When I navigate to an issue, Then I am given the option to upload a file when adding a new comment.
Given I am a logged in user, When I create a new issue, Then I am given the option to upload a file.
