As an Admin/Superuser, I want to view and change the superuser status of all users, so that I can manage user permissions and ensure appropriate access levels within the system.

Required Tasks

Create superuser permissions and make them assignable and unassignable.

Acceptance Criteria

Given I am logged in as a superuser, When I access the admin panel, Then I can view and change the superuser status of all users.
