handle freezone offline situations better #35

When freezone servers gets timeouts or goes offline, the controller goes infinite loop. maybe disable plugin on this situation, and remove the 5 sec attempt to reconnect.

disable sending of public chat messages for freezone errors
try to see if we can recover from this somewhat better way

blocking issue was unloading plugins at runtime. which is already fixed.
