CI with Github Actions was starting to fail. Therefore, we have fixed the following issues.

Update apt repository (github actions)
Update gym version to 0.22.0
Since stable-baseline3 is installed with gym, it has been removed from requirements.txt.

It contains a fix similar to the pull request below. https://github.com/EvolutionGym/evogym/pull/27

However, this pull request (#30) has a smaller impact than #27.
