Need `evowc update` command to freshen the BaseClass and other built in files.

Once someone updates to a new version of Evo they need to run evowc update to refresh all of the built in files.

That functionality needs to be written.

Make sure to let the dev know what old versions they have installed in this project so they can remove them is needed.
