its a default blizzard ui bug https://github.com/JamminL/wotlk-classic-bugs/issues/427

Gonna have to make some hackfix workaround since considering how fast blizz is when it comes to fixing their own broken UI, i might end up waiting until classic mop.

the hackfix would be not to display the highlight IF the unit is a resto druid (tree form)
