Added ppm output #4

Added ppm output for easy usage in other applications like SDR#.

In SDR# you need to change the sign of the ppm of course because this show the DEVIATION and not the CORRECTION.

If so then why not invert the sign in code? Otherwise this change looks good to me, improves LTE-Cell-Scanner to a useful alternative to e.g. kalibrate.
