Background

All the knowledge on how maintainers should handle incoming contributions and hotfixes are in our heads. This can lead to errors and time wasting.

Purpose

The purpose of this issue is to add procedures for maintainers on how to handle incoming hotfixes and contributions.

Approach

Create a new document MAINTAINER-HANDLING-CONTRIBUTIONS.md
