MAKE-RELEASES.md add docs release procedure. #158

Background

We noticed that the documentation's generated api was empty after the previous release. The steps to check the documentation after a release is not part of the MAKE-RELEASES.md release procedure.

Purpose

The purpose of this issue is add to the MAKE-RELEASES.md the procedure to make sure that the documentation is updated correctly after a release.
