Add ThermoMaterialPackageUnitTester to testing suite #196

Coverage analysis reveals that there are testing routines for MaterialPackage but that these tests are not run during the test suite. This is perhaps because all these tests currently fail. These tests should be enabled and made to work, as it creates the impression that MaterialPackage is being tested when it is in fact not.

As a side note, this shows that the process for adding a test to the suite is error-prone, related to #175

I've wired in the tests in f11bfbf5423b86d5a909cc14ccb7b9437ee1fd92 but they don't work due to issues in the data files, so I've ignored them for now. I'm not sure if I should continue with this issue open or just close this and open a new issue for the non-running tests.
