This is to create "hstore" extension for template1 (used for testing) when initializing the Docker containers.
With this enabled, you can run tests within the container.
Coverage remained the same at 91.428% when pulling 4489ef47a116f60fd0777fcf7fe2a8e304e7b078 on bugfix/allow-to-run-tests-within-container into 6800d7c4689da058a161185f2f3f13bee5c15592 on master.
