[ExOpts Issue] Some NISs behave differently when TimeBugFix = 1 #29

Time bug makes some NISs behave differently. For example, after the Rog race, Razor comes near the player, but he doesn't say anything and the traffic cars around behave strangely until the NIS finishes.

I hope @GrimMaple, who found the Time Bug Fix, will find a solution for that.

To fix the issue, TimeBugFix is removed for now.
