Build tutorials docker container for `linux/amd64`,`linux/arm64` platforms #159

Container building fails on ARM platform (e.g., mac M1/2) due to platform limitation of some packages, thus we use a specific platform to build the container and target multiple platforms (linux/amd64,linux/arm64)

@RamonAra209 could you please review this? It would be important to merge this before the upcoming ExaWorks tutorial.

I tested Mikhail's changes when he submitted them. The psij tutorial can now be run on ARM64. However, I don't have permission to merge these changes
