Tested by SDK CI on Ascent (OLCF). RP Flux has issues (which will be resolved within RP), but that doesn't break tests execution

No idea what that mergify error in the tests is about - anybody?

seems that parameter rebase_fallback is deprecated (https://changelog.mergify.com/changelog/drop-rebasefallback-option) and before that its default value was set to none (https://changelog.mergify.com/changelog/default-value-for-rebasefallback)
