Following up one of my TODO items from 4/23 team meeting.

@j-woz: Can you add the brief problem statements so that folks can comment and make their proposal?

The main question is simply if we are testing both MPICH and OpenMPI, and how the Dockerfiles will be controlled for this by the CI.

At today's meeting, we talked about this.

Will focus on test coverage for each different MPI implementation
Errors coming from mixing different MPI implementations are an issue. But folks seem to agree that we don't need to focus on this in our Cloud CI at this stage of the project.
As part of HPC CI track, we can revisit this.
