Draft of policies as discussed in team and community meetings.

@kylechard: Thank you for posting this! I think you can directly post a PR from the policies branch of your fork, in which case you will only have a single commit in this PR. That will reduce the churn in the commit history in the master branch of the SDK repo. (the main SDK repo probably doesn't need to see a502d1d commit?). I tagged @mturilli and @SteVwonder to make sure the policies aligned with our documentation and other strategy.
