ci: simplify deploy workflow action #44

Cleanup the deploy workflow to be more debuggable and maintainable (drop lots of fancy, unnecessary caching). Fix the broken dockerfile path reference.

Note: the deploy is now confirmed to at least work for docker hub in my fork (https://github.com/SteVwonder/SDK/runs/2578783547?check_suite_focus=true). The push to github packages failed due to a permissions issue (obviously my fork cannot push to an upstream branch's package registry). I assume it should work here once merged.
