Is the centos7 error above due to this change?

No clue why adding tcl-devel or switching to MPICH would cause that. Let me see if I can reproduce locally.

Not sure what was going on. I couldn't reproduce locally. So I restarted the CI and the compile issue went ahead. Kind of concerning that the compilation is somehow non-deterministic.. Unless the CI work just had some weird intermittent failure.
