63 changes the Parsl dockerfile to install Parsl from master, rather than Parsl 1.1 from PyPI. It does so because the Flux-Parsl integration tests weren't added to Parsl until after 1.1. Once a new release is made that includes the Flux-Parsl integration tests (the next release, most likely), we should revert the Parsl dockerfile.
