This PR replaces the centos8 container with rockylinux8 because centos8 is now end of life and the mirrors have been removed. Other than naming changes, rockylinux8 did need to have the package findutils installed because on the conda builds it did not seem to be installed as a dependency. Without findutils the the build would fail in some different ways, like not installing mpi due to not having xargs.
