Implement Basic Creature Passive Abilities

Each species of echo will possess a unqiue passive ability that helps define their niche in a team. A singular species may also have multiple potential abilities they can have.

These abilities are diverse in both how they can be triggered, and what they do as a result, so for now we'll just start with some more basic ones. Please review the HackmonNiche document on the whiteboard for examples.

• Create basic file structure and folder for storing abilities.
• Implement support for defining a specific ability for an individual creature. May require #3 to be done.
• Implement support for abilities triggering during stages of a battle turn in the battler.
